The Health and Development Commission, in collaboration with the Ministry of Statistics and Programme Implementation (MoSPI), organized the Second Pre-Release Consultation Workshop on the Base Revision of Gross Domestic Product (GDP), Consumer Price Index (CPI), and Index of Industrial Production (IIP) on December 23, 2025, at Bharat Mandapam, Pragati Maidan, New Delhi.
The workshop was conducted to strengthen transparency, stakeholder engagement, and informed dialogue before the official release of the revised statistical series. The first pre-release consultation workshop was earlier held on November 26, 2025, in Mumbai.
Objective of the Workshop
The primary objective of the workshop was to share the proposed methodologies and structural improvements related to the revised GDP, CPI, and IIP series with stakeholders, ensuring wider consultation and clarity prior to publication.
As per the announcement:

The new GDP and IIP series (Base Year: 2022–23) will be released on February 27, 2026, and May 28, 2026, respectively.

The new CPI series (Base Year: 2024) will be released on February 12, 2026.

Key Highlights from the Inaugural Addresses
Shri Suman K. Bery, Vice Chairman of NITI Aayog, emphasized the importance of engaging with data users and stakeholders to address concerns related to credibility and authenticity of official statistics. He noted that as India progresses toward becoming a high-middle-income country, accurate and reliable data is crucial for monitoring economic transformation.
Dr. Saurabh Garg, Secretary, MoSPI, highlighted the importance of data-driven decision-making to achieve the vision of “Viksit Bharat 2047.” He outlined key improvements in the revised series, including:

Use of the Annual Survey of Unincorporated Sector Enterprises for better measurement of the informal sector

Adoption of dual deflation instead of single deflation

Integration of GST and Public Financial Management System (PFMS) as high-frequency data sources

Alignment of Supply and Use Tables (SUT) with the National Accounts framework

Real-time CPI data collection with enhanced rural and urban market coverage

Compilation of IIP at a more granular level
Dr. V. Anantha Nageswaran, Chief Economic Adviser, appreciated MoSPI’s efforts in organizing the workshop and stated that while measuring the informal sector remains challenging, a transparent and consistent methodology is essential to present a realistic picture of the economy.

These sessions presented the proposed improvements in detail, followed by open discussions where participants raised questions and shared feedback.
