The Department of Administrative Reforms and Public Grievances (DARPG) under the Ministry of Personnel, Public Grievances and Pensions has released the 27th edition of its monthly ‘Secretariat Reforms’ report for January 2026. The report provides a comprehensive analysis of ongoing initiatives aimed at transforming governance and public administration in India.
The key focus areas of the report include:
(i) Swachhta (cleanliness) and reduction of pendency,
(ii) Enhancing decision-making efficiency, and
(iii) Implementation and analysis of e-Office systems.
₹4,405.28 Crore Revenue from Scrap Disposal Since 2021
Under the Swachhta campaign, the Government of India has generated a cumulative revenue of ₹4,405.28 crore from scrap disposal between 2021 and January 2026. During the period from December 2025 to January 2026 alone, ₹200.21 crore was earned from scrap disposal.
In January 2026, 5,188 offices conducted Swachhta campaigns, leading to the disposal of 0.81 lakh files. Approximately 4.34 lakh square feet of office space was freed across the country. Major contributors included the Ministry of Coal and the Ministry of Heavy Industries.
During the month, scrap disposal generated ₹115.85 crore in revenue. Ministries such as Railways, Heavy Industries, and Coal played a significant role in this achievement.
Effective Record Management and Grievance Redressal
A total of 1,82,000 physical files were reviewed, of which 81,322 files were declared obsolete and disposed of under effective record management practices.
In terms of public grievance redressal, 5,57,852 grievances were resolved, representing a disposal rate of 90.41 percent. Additionally, 1,032 Members of Parliament references and 375 state government references were successfully addressed.
“Waste to Wealth” Best Practices
The report highlights innovative “Waste to Wealth” practices adopted by various ministries and departments. For instance:

>> The National Centre for Biological Sciences, Bengaluru, under the Department of Atomic Energy, converted waste packaging materials into usable benches.

>> The Ministry of Railways created creative “Waste to Art” installations at multiple locations.
These initiatives demonstrate sustainable approaches to resource utilization and environmental responsibility.
Boost in Decision-Making and e-Office Adoption
The adoption of delayering initiatives has significantly reduced the average transaction levels for active files, decreasing from 7.19 in 2021 to 4.31 by January 2026.
Digital governance efforts have shown remarkable progress:

>> 93.81% of files created in January 2026 were e-files.

>> 95.29% of receipts were processed as e-receipts.

>> 65 ministries/departments achieved at least 90% adoption of e-files.

>> 15 ministries/departments recorded 100% e-receipt adoption on January 26.

>> Inter-ministerial file movement stood at 4,752 during January 2026, reflecting streamlined administrative processes.
The report underscores the Government of India’s commitment to building a digitally enabled, transparent, efficient, and citizen-centric governance framework aligned with the broader vision of administrative excellence and responsive public administration.
